Another drug peddler in police net

BORDUMSA: Acting on a tip off, Bordumsa Police under the command of Sub-Inspector P.Tatu, OC and SI T. Langching with assistance from ASI A.K. Biswa raided the house of Doni Chakma of Bijoypur–I village under Bordumsa PS on March 29 and managed to seize brown sugar weighing more than 50 gram along with cash Rs. 61, 740/-weighing apparatus and huge quantity of drugs packaging materials and inhaling pipes from the house. But under the cover of darkness, the peddler Doni Chakma yet again managed to doze the police who have been trying to nab him. A case has however been registered at Bordumsa police station and police has started the manhunt
The seized materials with cash amount were produced before the court of Kento Riba, Judicial Magistrate First Class, Bordumsa with the preliminary case investigation report by the investigating officer for taking cognizance.

CRPF woos rural populace

Under its Civic Action Programme 2011-12, the 20Bn Central Reserve Police Force based at F/20BN, Changlang continues to win confidence of rural populace in the district through various activities. Recently, Suresh Kr Yadav 2IC Commandant (AOL), Changlang distributed 30 nos of solar lanterns to villagers of Changlang and school materials to rural poor students in the presence of Sri Opak Gao, Deputy Commissioner. The unit distributed 30 nos of solar lanterns; 10 nos of footballs with nets; 10 nos of volleyball with nets; complete cricket kit; 10 nos of carom boards; 189 nos of school bags; reading and writing materials.
The CRPF 20Bn unit could feel the pulse of rural Changlang and their humble intention can be gauge. The solar lanterns and other school materials provided will certainly be a great help as school going children in far flung villages does not possess such facility owing to poor economic condition and non-access to mainland.
The unit organized such civic action programmes in the past too. Aimed at encouraging poor students, the unit has earlier distributed computers; musical instruments, bicycles and sewing machines.
While addressing the gathering, Suresh Kr Yadav said CRPF is not only involved in counter insurgency operations in the district but are in constant touch with villagers through various activities under its civic action programme. He expressed hope that citizens will reciprocate it with positivity and contribute in peaceful co-existence.
Deputy Commissioner Opak Gao lauded the efforts of CRPF in maintaining peace in the district and expressed hope that generous help extended by CRPF would help in bridging the gap persisting with villagers.

AMSU takes extortion case to state capital

ITANAGAR: A delegation of All Mishmi Students Union members met Chief Minister Nabam Tuki on Mar 21 at Itanagar and submitted a 3-point memorandum demanding immediate arrest of Chakma people, who recently carried out extortion activities at Kathan village under Wakro circle of Lohit district.
“The Chakma people have encroached upon our land across Kathan area and the graph of crime continues to go up in the last 10 years in the area owing to criminal activities by them, the memorandum said. Further, the population of Kathan village is below 100, whereas the population of neighbouring Chakmas are more than 20,000 as a result of which the Mishmis are easily dominated by them, it said and appealed to the CM to arrange mechanism to prevent such extortion and anti-social activities in the area. To cope up with the situation AMSU also demanded establishment of IRBN headquarters at Kathan village under Wakro Circle of Lohit district instead of Haju and pleaded for issuance of special arm license to local villagers of Kathan, Tumba, Tillai and Manthi villages under Wakro circle to meet with any eventualities.
After patient hearing and going through the contents of the memorandum, Tuki assured to look into issues raised by the union.

Crossing every limits of human decency

Khonsa:
On the eve of Science Day on February 25 the residents of Khonsa Town demonstrated animalism by mercilessly killing a barking deer that accidentally ventured into the township from nearby forest reserve. Early in the morning when the deer was spotted, hundreds of residents chased with lethal weapons. The teachers and students of Ramakrishna Sarada Mission are witnessed to the whole episode. They reportedly shouted at the mob and prayed for mercy but their voice disappeared without a trace. Finally the helpless deer was killed and its flesh reached many kitchens for a good meal while students of Sarada Mission looked broken with tears rolling down their cheeks. The incident was a complete mockery of civilization and humanity. The residents of the historic Khonsa crossed every limits of human decency that deserves every form of condemnation. Every likeminded citizens of Khonsa ought to ensure that such inhuman acts does not surface again in near future.

Hipok Rime honored

 
CHANGLANG: Hipok Rime, Principal of Govt. Hr. Sec. School, Kharsang, S/0 Late Tochi Rime  was conferred  Best Educationist Award  in a glittering function held at New Delhi on March 19 by International Institute of Education and Management in association with I.S.C.  to encourage and recognize the outstanding  contributions of eminent personalities in the field of education.
Rime joined his service in education department as Junior Teacher on February 21, 1976. He was promoted as Headmaster in 1989 and later elevated to the post of Principal in February, 1998.
Meanwhile, the teaching staff of the school felicitated Rime for his achievement in a function held at school premises on March 31.

NSFCD gains ground

Changlang: After formation of Changlang Unit of Naga Students Federation at Changlang on February 18, the foremost task taken was to cultivate confidence building measures. A social service was initiated by the federation members on March 30 at Changlang by constructing a house for Jongnung Taijong, a poor villager of Changlang who couldn’t afford to build. The village elders and youths have appreciated the samaritan services. With the social work, NSFCD has indeed gained ground.

Another UTP in the jaws of death


TEZU: After the custodial death of L.K Kaping on 20.2.12; an Under Trial Prisoner suspected in Wangcha Rajkumar’s assassination case, another UTP Karan Thapa alias Rocky suspected in the same case is in the threshold of death owing to negligence meted out by authority of Tezu Judicial Lock-Up. The 20 year old Rocky was arrested by AR on 12.10.10 from Longkhong Village under Deomali PS. Suspected to be NSCN member. He was later shifted to Khonsa from Deomali but no case was registered against him till he was booked by CBI from Khonsa Judicial Custody from where he was shifted to Tezu Judicial Lock-Up, Defense Counsel Lawyer Jawang Sumpa informed.
Superintendent Tezu District Hospital on 13.6.11 referred the case to AMC, Dibrugarh for better treatment to his injured knee cap but the order was never complied. He suffers from kidney stone Albumin Rinel Calculi. After tremendous pressure from Lawyer Jawang Sumpa, Judicial Magistrate 1
When charge sheet is not filed against him why CBI started the trial proceedings in the District & Sessions Court, East Session Division at Tezu? He is unnecessarily kept in custody for no offences except the case that was revived which is undoubtedly an illegal confinement; He is trying to survive with the help of a crutcher (Baisakhi) as his knee cap is damaged. He is a UTP and not a convict, Jawang Sumpa told this correspondent.
But on March 27, Itanagar Bench of Gauhati High Court granted him bail and the order is likely to be executed, Sumpa informed.st Class, Tezu Sri G.K Paul Choudhury, EAC served three consecutive orders on 27.2.12; 2.3.12 & 7.3.12 for immediate shifting of the sick UTP. Complying with the orders, on 9.3.12, he was shifted to Dibrugarh but the following day he was brought back on the ground that he will be taken again for re-examination after 10 days. On 18.3.12, he was again taken to Dibrugarh but could not be admitted owing to low budget as only Rs. 2000/- was given by jail authority for treatment expenses.

1521 candidates qualify for written test on April 8

CHANGLANG: Thousands of unemployed youths of Changlang district turned up for special police recruitment exercise by undergoing physical eligibility test from 5 to 19 March at General Ground, Changlang. The written examination will be held on April 8 and successful candidates will get the opportunity to sit in viva exams on April 10. Final results are expected shortly. Altogether 1521 candidates have qualified for the 669 posts out of which 140 seats are reserved for non-APST at the ratio of 25: 125 (Female-25; Male-125). The remaining 529 posts are reserved for APST candidates (Female-59; Male-470). It is encouraging to observe the youths preparing thoroughly to face any objective question that is likely to dominate the papers. But at the same time many dull candidates can be seen loitering around without any fear of failing the rare opportunity. They are perhaps solely dependent on the mercy of their elected leaders. So far Changlang District Police under the command of SP Tumme Amo has conducted the process to utmost satisfaction. It is sincerely hoped that the trend will continue. Here the old saying fits the bill, ‘reward for the fittest".

Camera Trapping Exercise reveals presence of Tiger in Namdapha TR

The month long camera trapping exercise for getting comprehensive report on tiger and its prey base animals in Namdapha Tiger Reserve ended on March 29 with encouraging result despite inclement weather and manmade hurdles of various magnitudes. Gauhati based NGO Aaranyak carried out the exercise with the help of Namdapha authority who provided logistic support. Altogether 14 persons from Aaranyak were engaged under the guidance of Conservation Biologist & Coordinator Dr. Feroz Ahmed, PhD with the help of 130 Namdapha staff which includes officers, frontal staff; protection squads, contingency staff and local porters. In Toto, 80 cameras were installed in various locations identified to be potential tiger habitats spread over less than 25% of the total geographical area of the reserve which amounts to 1985 sq km. There were 4 camps set inside the reserve with base camps at Deban, 24 kms from Miao. During the course of camera trapping exercise, the armed poachers tried everything within the parameters of their reach to ensure that the exercise was foiled. They not only stolen 20 cameras but resorted to firing at the team on two occasions at Bulbulia and Kadboi areas. Even PCCF J.L Singh who visited the reserve to encourage the team was not spared. They also destroyed base camps and physically assaulted one member of Aaranyak at Farm base. But despite all odds, the camera trapping exercise was completed and the captured pictures revealed existence of tigers and its prey. Namdapha Tiger Reserve is known worldwide for co-existence of four species of big cats that includes Tiger, Clouded Leopard, Leopard and Snow Leopard. The trapping could capture the pictures of Tiger; Snow Leopard; Common Leopard; Leopard Cat; Asiatic Golden Cat; Marbled Cat; Sambar; Barking Deer; Serow; Elephant; Gaur (Indian Bison); Wild Boar; Hog Badger; Binturong; Kaleez Pheasant; Himalayan Black Bear; Large Indian Civet; Small Indian Civet; Common Palm Civet; Yellow Throated Marten; Crested Porcupine; Crestless Porcupine: Brush Tailed Porcupine; Spotted Linsang; Asiatic Wild Dog; Malayan Sun Bear; Red Goral; Crab Eating Mongoose; Rat Bandicoot; Capped Langur; Stumped Tail Macaque; Assamese Macaque; Bat; Fish Owl and Peacock Pheasant.




Till recently, there were speculations about the presence of tigers in Namdapha Tiger Reserve but the results of the month long camera trapping exercise is testimony to the fact that despite so many enemies big cat family members still co-exist.


MIAO:The team also noticed pug marks of tigers and collected 13 scat samples suspected to be of tiger origin from various locations and has been sent for analysis to Genetic Laboratory of Aaranyak, Gauhati.
NTCA funded Rs. 15.0 lakhs for Camera Trapping Exercise out of which Rs. 2.50 lakh was paid to Aaranyak and the remaining amount was spent for procurement of stationeries, camp equipments, rations and payment of wages to porters. Aaranyak has submitted another Invoice of Rs. 4, 62, 200/- being cost of 20 cameras that were stolen by poachers.
Till recently, there were speculations about the presence of tigers in Namdapha Tiger Reserve but the results of the month long camera trapping exercise is testimony to the fact that despite so many enemies big cat family members still co-exist. The result is encouraging and should be sufficient for the NTCA and state government to awake and take steps to protect the big cats from the clutches of poachers who are following them with the help of modern techniques of capture. If urgent steps are not taken, the extinct of these cats cannot be ruled out.

45 year old village get first community hall


SONGKING: The much awaited community hall at Songking that completed construction in 2009-10 was formally inaugurated by Minister for Food & Civil Supply Kamlung Mossang on April 2 in the presence of local public leaders and government officers. This was the first visit of Kamlung Mossang to Songking after assuming office as Minister. Funded under DoTC, the hall was constructed by Kharsang RWD Sub-Division at a cost of Rs. 9 lakh. A public meeting followed soon after the inauguration during which GB Songking-I Chetkhum Lungphi on behalf of the villagers submitted a 7-point memorandum seeking early redressal to the long pending woes inflicting Songking village under Miao administrative circle. The villagers of the 45 year old Songking village have been experiencing shortage of drinking water since decades and the memorandum demanded construction of lift water system or gravity dam. The demand also includes extension of electrical supply, construction of quarter for health sub – centre staff and VLW; irrigation facility and to provide free tea saplings. Former ASM Khamcha Kimsing suggested taking up mega drinking water project by tapping resource from nearby Rima River or get connection from Miao Township.
Minister Kamlung Mossang admitted that the demands placed by villagers were genuine and assured to look into it as per availability of fund
and conveniences. He however announced construction of staff quarters next fiscal including 1 km concrete channel for irrigation. He further advised villagers to go for rubber cultivation for sustenance and assured to bring experts from Rubber Board to the area to provide inputs on benefits from rubber trade and its marketability. ADC Miao Tayom Mara while congratulating executing agency RWD and villagers for getting the asset appealed them to maintain it to perfection. In terms of all round development, Miao Sub – Division is far ahead in comparison to other areas in the state; he said and lauded the leadership of Kamlung Mossang. Under his leadership, we government employees are safe, Mara said. ZPC Junpo Jugli urged the villagers to be sensitive towards every public asset while advising them to support each other and move on.
Others who spoke includes GB II Tsapha Kimsing, Ronnong Lingphi and ASM Nyilum Kimsing. The F171 Unit of CRPF based at Miao under the command of Inspector S.K Ali provided full proof security.
