TEZU: After the custodial death of L.K Kaping on 20.2.12; an Under Trial Prisoner suspected in Wangcha Rajkumar’s assassination case, another UTP Karan Thapa alias Rocky suspected in the same case is in the threshold of death owing to negligence meted out by authority of Tezu Judicial Lock-Up. The 20 year old Rocky was arrested by AR on 12.10.10 from Longkhong Village under Deomali PS. Suspected to be NSCN member. He was later shifted to Khonsa from Deomali but no case was registered against him till he was booked by CBI from Khonsa Judicial Custody from where he was shifted to Tezu Judicial Lock-Up, Defense Counsel Lawyer Jawang Sumpa informed.
Superintendent Tezu District Hospital on 13.6.11 referred the case to AMC, Dibrugarh for better treatment to his injured knee cap but the order was never complied. He suffers from kidney stone Albumin Rinel Calculi. After tremendous pressure from Lawyer Jawang Sumpa, Judicial Magistrate 1
When charge sheet is not filed against him why CBI started the trial proceedings in the District & Sessions Court, East Session Division at Tezu? He is unnecessarily kept in custody for no offences except the case that was revived which is undoubtedly an illegal confinement; He is trying to survive with the help of a crutcher (Baisakhi) as his knee cap is damaged. He is a UTP and not a convict, Jawang Sumpa told this correspondent.
But on March 27, Itanagar Bench of Gauhati High Court granted him bail and the order is likely to be executed, Sumpa informed.st Class, Tezu Sri G.K Paul Choudhury, EAC served three consecutive orders on 27.2.12; 2.3.12 & 7.3.12 for immediate shifting of the sick UTP. Complying with the orders, on 9.3.12, he was shifted to Dibrugarh but the following day he was brought back on the ground that he will be taken again for re-examination after 10 days. On 18.3.12, he was again taken to Dibrugarh but could not be admitted owing to low budget as only Rs. 2000/- was given by jail authority for treatment expenses.
